A former president of the Rhode Island School of Design (1955-1962) and the Providence Art Club (1945-1947), Frazier was a popular instructor as well as an accomplished painter. He studied at RISD, the Art Students League and later with Charles Hawthorne at the Provincetown Art Colony, developing an impressionist style. He began exhibiting regularly at the Art Association of Newport's American Annuals in the 1930s, and in 1969 his paintings were the subject of the Harrison S. Morris Exhibition.
